Although the Quartermaster has a hand limit of only nine cards, which seems very restrictive, it is not quite as bad as it seems at first glance. You might think that adding more +0 cards to your modifier deck is counterintuitive, but that’s not the bit of the card that we’re interested in. We may miss the Immobilize range 4 on the bottom, but we were using this card for the top mostly anyway. You’ll also benefit more from higher prosperity items than other classes purely because you can use them more frequently! Even the Minor Stamina Potion will allow you to recover up to two of your discarded cards, and although the Potion itself is consumed you can use the Quartermaster’s ability to take it back into hand, of course.
